Forex License: Costs, Capital and Where to Apply
A forex license is regulator permission to deal in currency instruments for other people’s money. The cost splits three ways: the regulator’s fee, the minimum capital, and the advisory fee.
Seychelles charges US$3,000 to apply and US$3,000 a year against US$100,000 of paid-up capital, and decides in 30 working days. The regulator’s fee is never the whole cost, and this page shows you the rest of it.

What a Forex License Actually Authorises
A forex license is permission from a financial regulator to deal in, arrange or advise on currency instruments for clients. No jurisdiction issues a document with that name. You apply for a specific statutory licence, and which one you get decides what you may do.
Four regulators, four different instruments:

Vanuatu makes the connection explicit in statute. Section 1 of the Financial Dealers Licensing Act [CAP 70] defines “securities” to include “the proceeds of Foreign Exchange or FOREX”. That is why a currency broker there needs a securities licence rather than a separate FX permission.
The distinction matters when you read a vendor’s page. A quoted price for a “forex licence” tells you nothing until you know which instrument it buys, what that instrument permits, and what capital sits behind it. The FSA Seychelles Securities Dealer Guidelines set out that jurisdiction’s version in full.
Which Licence Fits Your Business Model
Answer one question before you choose a country: do you take the other side of your client’s trade? A market maker does. An agency broker passes the order to a liquidity provider. That single fork decides which forex brokerage license you can hold, and it disqualifies one popular jurisdiction outright.

Labuan is the case worth reading twice. Its money broking guidelines state at §6.1(iii) that a money broker is not permitted to act as a principal, and §1.1 excludes buying or selling as principal, acting as a liquidity provider, and market making. Leverage is capped at 100:1 under §7.6, and 1:1 where the underlying is a digital asset. The client base is restricted to institutional investors and high-net-worth individuals.
So a retail B-book brokerage cannot operate on a Labuan money broking licence. It is sold as a forex licence across this market anyway.
What a Forex License Costs
Seychelles charges US$3,000 to apply and US$3,000 a year. That is the regulator’s fee, and it is a different number from the price a vendor quotes you. When a competitor advertises a “licence cost of $35,000 to $50,000”, that figure is a service price with the regulator’s fee somewhere inside it.

Three things in that table are not in anyone else’s.
The Seychelles fees are disputed by the regulator’s own two documents, on both lines. On the annual fee, the FSA’s Licensing and Registration Fees schedule gives US$3,000 for a Securities Dealer while its March 2026 Securities Dealer Guidelines give US$2,500 at §7.1. On the application fee, the Guidelines give US$3,000 at §4.1(c)(i) while the 2022 fee schedule still shows US$1,500. In both cases we publish the higher figure so your budget does not come up short, and we flag the conflict rather than picking the friendlier number.
Labuan’s USD 1,500 is not available to you. The revised fee schedule effective 1 January 2026 lists transitional annual fees of USD 1,500 for 2026, USD 3,250 for 2027 and USD 5,000 for 2028, under a heading that limits them to entities already licensed. A new applicant in 2026 pays the full USD 5,000.
No Mauritius fee appears here, on purpose. The Consolidated Licensing and Fees (Amendment) Rules 2026 replaced Parts I and III of the Second Schedule. Investment Dealer sits in Part II, which was not amended, so the current figure is not in that instrument. We would rather print nothing than a number you would later be quoted against. The Mauritius capital requirements below are verified and are published.
Our own fee is quoted on the consultation because the licensing price list is not published yet. That is a deliberate absence, not an invitation to a sales call: everything the regulator charges is above, and you can check every figure against the linked document.
Minimum Capital, by Jurisdiction
The figure circulating in AI-generated answers, five thousand to fifty thousand dollars for an offshore licence, is not what any of these regulators require. The real floors are higher, and two of the five pages ranking for this term publish half the Seychelles figure.

The fourth column is the one that changes decisions. Vanuatu’s VT 5,000,000 is not working capital. Section 5(1) requires that the sum “has been, and remains, deposited” with the Commissioner, and section 5(4) provides that interest accrued on it is the property of the State. You cannot trade on it and you do not earn on it.
Mauritius has to be read as a range because the category you apply for is the decision. A Full Service Dealer excluding underwriting sits at MUR 1,000,000, a Broker at MUR 700,000, a Discount Broker at MUR 600,000, and a Full Service Dealer including underwriting at MUR 10,000,000. Rule 14(2) requires the capital to be fully paid with nothing due or payable.
We give each figure in the currency its instrument states. A dollar conversion of a rupee or vatu figure is out of date within months, and a sourced page that quietly becomes wrong is worse than one that makes you do one calculation.
How Long It Takes, and When the Clock Starts
Thirty working days, for Seychelles, from the day the FSA receives a complete application. The clock does not start when you engage an adviser and it does not start when you send a partial file.

The FSA states in its guidelines that it “is not responsible for delays arising from the submission of incomplete applications”. There is a harder consequence that no competing page publishes: an incomplete application is returned, and if it is not resubmitted within three months it is void and the application fee is payable again.
Where a regulator publishes no service standard, we say so rather than quoting a range we cannot source. Labuan, Mauritius and Vanuatu publish none for this licence class.
Forex License Requirements: What You Must Have Ready Before You Apply
Section 4.1 of the Seychelles guidelines lists twenty-two items, lettered (a) to (v), and Appendix 1 adds per-person due diligence on every director, shareholder and officer. This is the fullest published list of the four jurisdictions, and it is a fair proxy for what the others ask.

One process point is worth the paragraph. The FSA will pre-approve standard manuals submitted by service providers, which is why an adviser who has been through the process shortens stage 3 rather than stage 4. Where to Apply: The Jurisdictions We Cover
There is no best jurisdiction for a forex license in the abstract. There is the one that permits your model, at capital you can fund, on a list status your bank will accept. Those three filters, in that order, eliminate most of the shortlist before price is discussed. This is the whole selection question for an offshore forex license, in one table.

Two rows need their reasoning stated.
Vanuatu is on the EU list of non-cooperative jurisdictions for tax purposes, per the Council’s revision of 17 February 2026. It is not on the FATF increased-monitoring list, whose most recent statement is dated 19 June 2026. That does not make a Vanuatu licence unlawful, and it does affect how a counterparty bank reads your file. Seychelles and Mauritius appear on neither list, which is worth stating because the absence is as checkable as the presence.
Comoros and Anjouan get a row and no figures. Two different domains present themselves as the Anjouan Offshore Finance Authority, we could not establish at primary source whether the Banque Centrale des Comores treats its certificate as a financial licence, and vendors selling the product make directly contradictory claims about it. Until that resolves we do not place business there and we do not publish a price for it. Several firms sell it without mentioning any of this.

What We Do and What You Do
We prepare, assemble and submit. The regulator decides. No adviser can guarantee that a licence will be granted, and any firm that offers you one is describing a process it does not control.

Who This Suits, and Who It Does Not
This suits an operator with a defined model, funded capital, a clean regulatory record and a business plan describing a real business. It does not suit four groups, and it is cheaper to learn that here.
We do not sell the US retail tier. If you solicit retail forex clients in the United States you must register with the CFTC as a Retail Foreign Exchange Dealer and join the NFA. That regime carries a minimum of US$20,000,000 in adjusted net capital under 17 CFR §5.7(a)(1)(i), which is two orders of magnitude above any figure on this page. No offshore licence substitutes for that registration, whatever a vendor tells you. It is not an engagement we take.
Labuan will not work for a market maker. The guidelines forbid acting as a principal, and cap leverage at 100:1 with an institutional and high-net-worth client base. If your model is B-book retail, this licence cannot carry it.
Vanuatu’s VT 5,000,000 is money you cannot use. It is a deposit held by the Commissioner and the State keeps the interest. Add the EU listing, and it is a specific choice for a specific reason rather than a default.
We do not sell ready-made licences. In Seychelles no shares in a licensee may be issued or transferred without the Authority’s approval, so a purchase does not remove the fit-and-proper assessment. It moves it, and hands you a licence whose history you did not write.
What the Licence Obliges You to Do After It Is Granted
Most pages stop at the grant. The obligations that start on day one are where the running cost actually lives.

Late renewal is arithmetic, not a warning letter. Seychelles adds one-twelfth of the annual fee for each month or part month the fee is unpaid. Vanuatu adds 10% of the licence fee per month, capped at 50%.
The Seychelles tax position deserves precision, because it is sold elsewhere as something it is not. A licensed securities dealer pays 1.5% business tax on assessable income, with no withholding on dividends and interest. Both are conditional on meeting the substantial activity requirements: the core income-generating activities must be carried on in Seychelles, with the middle and back office in the country. The front office may sit elsewhere. Fail the condition and the treatment does not apply.

On the law-firm row we publish an absence rather than a number. The largest-domain page ranking for this term states that cost is determined case by case and publishes no figure, and neither does anyone else in the field. An invented range would be easier to read and would not be true.
On the fourth row, the rebuttal is statutory rather than rhetorical. Under section 60(1) of the Seychelles Securities Act, no shares in a licensee may be issued or transferred without the Authority’s approval. A licence purchase is therefore a change-of-control application, assessed on the same fit-and-proper basis as a fresh one. The step you thought you skipped happens anyway, later, with your money already spent.
What This Means Where You Live
The licence sits in a jurisdiction. Your reporting obligation sits with you, wherever you are resident.
United States
Soliciting US retail forex clients requires CFTC registration and NFA membership regardless of where your entity is licensed. As a US person you also report the foreign company on Form 5471 and any foreign accounts on the FBAR.
United Kingdom
A UK-resident owner stays within HMRC’s reporting scope, and which regime applies turns on who holds the entity. If a UK company holds it, the controlled foreign company rules at Part 9A of TIOPA 2010 can attribute the entity’s profits to that company, subject to the statutory exemptions. If you hold it personally, the rules that bite are the transfer of assets abroad provisions at sections 714 to 751 of the Income Tax Act 2007, which are a different regime aimed at individuals. Take advice on which of the two covers your structure.
India
Sending capital abroad to fund a licensed entity happens under FEMA and the Reserve Bank of India’s Liberalised Remittance Scheme, and overseas direct investment into a financial services business carries its own conditions. Check the current limits with your authorised dealer bank before you commit to a capital figure.
United Arab Emirates
A UAE-resident owner is inside the 9% federal corporate tax regime. Holding an offshore licence does not by itself change that, and neither does a free-zone address on its own: the treatment turns on your actual facts, so take advice on the structure you are running.

What is the minimum capital for an offshore forex license?
Not the five thousand to fifty thousand dollars that circulates in AI-generated answers. Seychelles requires US$100,000 paid up, Labuan RM 1,000,000 to RM 1,500,000, and Mauritius MUR 600,000 to MUR 10,000,000 depending on the licence category. Vanuatu's VT 5,000,000 is a deposit held by the regulator rather than share capital.
How long does it take to get a forex license?
Seychelles publishes a 30-working-day service standard, and it runs from receipt of a complete application rather than from first contact. An incomplete application is returned, and if it is not resubmitted within three months it is void and the application fee is payable again. Budget two to three months in total for preparation plus review.
Can I buy a ready-made forex license?
They are advertised, including by pages that rank well for this search. In Seychelles no shares in a licensee may be transferred without the Authority's approval, so the fit-and-proper assessment is deferred rather than avoided, and you take on a licence whose history you did not write. We do not place this business.
Which jurisdiction is easiest for a forex license?
“Easiest” usually means lowest capital, which is the wrong first question. Ask first whether you take the other side of client trades, because Labuan forbids it. Then check list status: Vanuatu is on the EU list of non-cooperative jurisdictions for tax purposes, while Seychelles and Mauritius are on neither that list nor the FATF increased-monitoring list.
Do I still pay tax at home if my broker is licensed offshore?
Yes. The licence sits in the jurisdiction; the reporting obligation sits with you. US persons file the FBAR and Form 5471, UK residents report to HMRC under self-assessment, and an entity held personally falls under the transfer of assets abroad rules at ITA 2007 ss.714 to 751 rather than the controlled foreign company rules, which attribute profits to a UK corporate holder, and Indian residents remit under FEMA and the Liberalised Remittance Scheme. Even the Seychelles 1.5% business tax rate is conditional on real activity in Seychelles.
